About Us

Steve has over 34 years in the Highway Transportation Infrastructure field.  He started his career with the Virginia Department of Transportation in 1984 after graduating from Virginia Tech with a  BA degree in Urban Affairs. He later completed a Master of Engineering Degree in Operations Research at Old Dominion University, as well as a Master's Certificate in Project Management from The George Washington University.  In addition, Steve completed the Transportation Project Management Institute in 2011.

Steve was the Director of the Urban Program Management Office in the VDOT Hampton Roads District from 2011 until he retired in February of 2017.  He worked closely with local government staff and the Hampton Roads Transportation Planning Organization staff to deliver their federal and state funded transportation programs. Steve is a member of the American Society of Highway Engineers (ASHE), Institute of Transportation Engineers (ITE), and the Project Management Institute (PMI) , and has been a credentialed Project Management Professional (PMP) since 2006. Steve is also a Certified Construction Manager (CCM), certified by the CMAA. and a Certified Estimating Professional (CEP), certified by the AACE. Steve recently obtained the PMI-RMP Risk Management Professional certification as well.
